Uhhhh... I run cygwin under windows and I certainly run a program called gv that views postscript and pdf files. Just because it isn't on that list doesn't mean it doesn't work :) Also that document seems like it was last updated in 1997.

Working around locks...

If you can't find a reader that doesn't lock (Windows locks by default, and that's probably a good thing), you can avoid the problem by wrapping the reader inside a script that invokes the reader on a copy of the file (and deletes the copy afterward).
